But even those who were sceptical that Kissinger's policies would achieve their stated aims, for example, Hans Morgenthau, conceded that ‘they have brought about a drastic transformation of world politics’.23 Morgenthau saw in Kissinger ‘the best endowed Secretary of State the United States has had since Dean Acheson… and one of the six or so best Secretaries of State the United States has had altogetherd’.24
